Did you notice how Governor Brown used the terms "free enterprise", "free flow of capital" and "capitalist system" in his explanation of why California's budget forecast was so far off the mark? It almost sounds like he is preparing to blame capitalism in general. Eventually, like stressed governments in Europe, California might have trouble selling bonds. What will happen when the state cannot send out promised checks (pensions, pay checks, hospitals etc.)? Good thing Governor Brown can mobilize the National Guard. He might have a fiscal collapse on his hands - forty years in the making.

Detroit and surrounding areas have resorted to Emergency Managers. They have special powers allowing them to break union contracts. In other words, they can lay off and change salaries of workers paid by the state. It is a desperate solution, but it might be all that is left.
